Written service plans
Each client has an individualized service plan, reviewed with the family and updated as needs change.
Client rights & oversight
Clients receive a written statement of rights, a clear complaint process, and access to HHSC’s complaint hotline.

- Nurse Aide Registry (NAR) search
- Federal and state Medicaid exclusion list checks

- Orientation and training before the first assignment
Client rights
Your rights as a home care client.
Before services begin, every client receives a written statement of rights. Among them, you have the right to:
- Receive a written statement of your rights before care begins
- Take part in planning your care and any changes to it
- Be treated with dignity, respect, and privacy
- Voice complaints without fear of retaliation
- Have your personal and health information kept confidential
- Be informed of charges and payment responsibilities in advance

Licensure questions
What is an HCSSA license?
A Home and Community Support Services Agency (HCSSA) license is required in Texas for any agency that provides home health, hospice, or personal assistance services in a client’s residence. Licenses are issued and monitored by Texas Health and Human Services (HHSC).

Personal Assistance Services (PAS) is the license category for routine, ongoing non-medical care — personal care, homemaking, and escort — provided by attendants who are not licensed health professionals.
How can I verify your license?
